MINUTES OF THE TOWN OF PESHTIGO PLAN COMMISSION

AUGUST 4, 2005

 

The meeting was called to order by Chairperson Ed Sedor at 9:00 a.m.  Commission members attending:  Richard Seils, Karen Sylvester and Ed Sedor. 

 

The proposed subdivision ordinance was reviewed. 

 

There are several points of clarification which need to be looked into.  The Commission felt it would be essential for us to discuss the subdivision ordinance with Attorney Alan Harvey who is doing the Code of Ordinances.  We need his additional insight into its construction.

 

County Plats were a concern.  The Commission members did not know what standards these plats fall under; the standards for a state approved plat or a Certified Survey.  A telephone call was placed to County Surveyor Pillath.  He has never reviewed a county plat but felt based on the definition in the County Land Division Ordinance they would be required to meet the State platting ordinance regulations except the County approves and not the State.  Later John Lefebvre called.  He believes a County Plat needs to meet the state requirements for CSM.

 

Items to be remembered:

Change the Zoning Ordinance definition for “Corner Lot”

Change the Highway Ordinance to have street intersections at right angles

Assessor’s Plats and Cemetery Plats need to be addressed

Gated Communities need to be addressed

 

Definitions must be inserted for the following:

            Grade (use Stephenson definition)

            Outlot – commercial and noncompliant (Commercial as in lots adjacent to a                                                           commercial development such as Shopko and Menards, and noncompliant as in a street or a substandard not buildable lot in a residential development.)

            Certified Survey Map (use county definition)

            County Plat (use county definition)

            Land Division (use county definition)

            Lake/pond and Pond/lake – lake being a natural occurrence – pond being man-made

            Tax Parcel (use county definition)

 

Items to be looked into:

            Vertical elevations in the Town (spoke with County Surveyor Pillath.  He suggested the State Cartographer’s Web sight be checked using “Control Finder”.

 

The Pond Ordinance will be a referenced in the Subdivision Ordinance.  This portion was also reviewed.

 

Items needing further investigation:

1.  What is the definition of a wildlife pond.  The WDNR must be contacted.

2.  Does Marinette County have something regulating the distance between a pond and a sanitary waste disposal system.

3.  What does Marinette County include regarding landscaping of a pond after excavation.
