PLAN COMMISSION MINUTES

December 7, 2004

 

The December 7, 2004 meeting of the Town of Peshtigo Plan Commission was called to order by Chairperson Herman Pottratz at 6:30 P.M.

 

Plan Commission members attending were Bruno Brysiewicz, Tom Fetterly, Ed Malechuk, Herman Pottratz, Ed Sedor and Karen Sylvester.  Bob Cerrato was absent.  Also attending were Bob Brumm and Pat Ravet.

 

Motion by Malechuk, second by Brysiewicz to approve the agenda.  Carried.

 

Motion by Pottratz, second by Sedor to approve the minutes of November 8, 2004. Malechuk abstained.  Carried.

 

During public input Bob Brumm inquired if his property were to be zoned Business would that preclude someone using it for farming should it ever be sold.  The Commission informed him that this would be the case.  He then asked if it would be possible to change the zoning to business if it were sold to someone wishing to use it for that reason.  The Commission members felt that much of the property along the Old Peshtigo Road-USH 41 corridor would eventually all be zoned as business and therefore they did not think this request would be a problem.

 

Tom Fetterly complained about the web site and the fact that the Plan Commission agenda appearing on it is two months out of date.  Sylvester reassured him that she would speak with staff regarding the matter.

 

The Commission reviewed a request to have the zoning changed for an island parcel bounded completely by CTH D and located in the N1/2 SE1/4 of Section 13, T30N R22E.  A motion was made by Sylvester, second by Malechuk to change the zoning map to comply with the request to change this parcel from Agriculture A-2 to Residential R-1.  Motion carried.  Sedor abstained.

 

A discussion was held on the 2004 building permits and other matters concerning construction in the Town.  The Plan Commission has decided to speak with Building Inspector, Leo Krivickas sometime in the near future to discuss various concerns.

 

A discussion was held on establishing a deadline to complete construction of a building.  Fetterly noted that the Town of Lena has a deadline of two years.  If the building is not completed by then it is assessed at full value regardless.  Members felt this seemed very fair unless an extension was granted for a valid reason. 

 

Also discussed were occupancy permits.  It was felt that these could be issued when the basic components such as electrical, plumbing, and heating are completed if the owner wants to complete interior construction himself.

 

The revisions to the draft of the Zoning Ordinance were reviewed.  There were a few typographical errors which remain to be corrected.  These will be completed before the ordinance is copied for distribution to the public.  The map has also been updated and is ready for review by the Town Board and citizens.

The Commission decided to hold a public hearing on Thursday, January 13, 2005 from 10:00am to 12:00 noon and 6:30pm to 8:30pm.  Members of the Plan Commission will be available to answer questions.  Copies of the Zoning Ordinance will be available for the public in the Clerk’s Office and the map will be posted behind the glass in a bulletin board in the hallway.  The map can then be viewed Monday thru Friday from 8:00 -3:00 when school is in session.  All requests to revise the map must be made to staff in the Clerks Office or to a member of the Plan Commission. 

 

Motion by Sedor, second by Malechuk to refer the Ordinance and map on to the Town Board with a recommendation to hold the public hearing on January 13, 2005.  Motion carried unanimously. 

 

The next meeting is scheduled for Monday, February 7, 2005 at 6:30 P.M.
