Agenda Approval:  Motion by Pazynski, second by Staudenmaier to approve the agenda as presented.  Motion carried with 5 yes votes. 

 

Discuss Town Road Weight Limits and Options: 

Spring weight restrictions have been lifted.  A map was presented which showed those road which would be affected by the proposed weight limit ordinance.  It was pointed out the draft ordinance would need to be modified as only a portion of Hale and Harbor Roads are included on the map while the ordinance includes the entire road.

 

Attorney Coggins will be asked who is responsible for damage caused to a road, the property owner if he/she signed the overweight permit or the trucker hauling to and from the property.

 

After much discussion and input from Town residents in attendance, the following options were developed:

1.         Designate certain Town roads as Class “B”.  This designation reduces the permitted weight, year round, not to exceed 60% of the legal load limits.  Only two types of loads are exempted under Class B designation.  Local pick-up and delivery and waste haulers if, because of health concerns, the material must be removed from a septic or holding tank within 24 hours and if they minimize their travel on the weight-restricted roads.

2.         Designate certain Town roads as having axle weight limits.  These could be used for roads that are really in poorer condition.

3.         Assign an 8 ton weight limit on certain roads as per the draft ordinance.

4.         Use a combination of the three on designated roads.

 

Discuss Town Road Construction and Maintenance:

1.         Rhems Road needs to be crack filled before it is ruined.

2.         Culverts should be put in the year before paving.

3.         Roads should remain gravel for a full year before paving which allows the road to settle.

4.         Shoulders need to be graded.  Some have grass growing into the shoulder and this will impede drainage.

5.         Town road ditches need to be kept clean to allow water to flow unimpeded.  In addition, ditches crossing private property which drain water out of Town road ditches to the Bay must be kept clean.  It does no good to clean Town road ditches if the water can’t flow to its intended location.
