A meeting with Wisconsin DOT was held at 5:30 for Town Board members and Town residents to discuss the proposed bypass of US Highway 41.

 

Public Hearing:  Called to order at 6:45 p.m. A public hearing on proposed ordinance for Outdoor Solid Fuel Heating Devices was held. There was one comment from Bill Luedtke and Karen Sylvester read a letter from a town resident pertaining to the use of Outdoor heating devices. With no further comments from the floor a motion was made by Don Pazynski to close the hearing. Second by Pat Ravet. Motion carried with 5 yes votes.

 

The Town Board took a recess prior to the start of the Board meeting.

 

Town Board Meeting called to order at 7:02 p.m.

 

Announcements:  Ed Sedor reminded Town residents of the Clean Sweep Program the County is holding.

 

Agenda Approval:  Motion by Pat Ravet to approve the agenda as published. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Minute Approval:  Motion by Dan Staudenmaier to approve the minutes of the March 28,  April 18, 25, 25 (noon), 2006 Board meeting as published. Second by Don Pazynski. Motion carried with 5 yes votes.

 

Treasurers Report:  Motion by Karen Sylvester to accept the Treasurer’s report with a correction on the interest rate. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Payment of Vouchers: Motion by Don Pazynski to pay vouchers #13907 thru #13959 for a total of $47,577.64.

Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Public Input: Bob Fraik asked a question about the Towns crack sealing program.

 

Operator License: Motion by Don Pazynski to approve issuance of operator licenses as presented for May. Second by Karen Sylvester. Motion carried with 5 yes votes.

 

Contract with NWTC: Motion by Karen Sylvester to approve the contract with NWTC for the two classrooms in the Town Hall for $7,500.00 per year. Second by Pat Ravet. Motion carried with 5 yes votes.

 

2006 Road Improvements: Motion by Pat Ravet to reduce spending by not doing portion of Rader Road East of Roosevelt Rd and West of County Road B and not to do any crack sealing. Motion died for a lack of a second.

Motion by Karen Sylvester to do everything presented except Green Gables Road and no crack sealing. Second by Pat Ravet. Motion failed by a 4 to 1 vote. Voting no were Dan Staudenmaier, Ed Sedor, Karen Sylvester and Pat Ravet. Voting yes was Don Pazynski.

 

Motion by Don Pazynski to remove $70,000.00 from Rader Road and $6,550.00 Green Gables Road to lower the total cost of road work to $218,008.00. Second by Karen Sylvester. Motion carried with 5 yes votes.

 

Motion by Ed Sedor and second by Pat Ravet to advertise for bids to do crack sealing on Town roads as presented by Don Pazynski. The Town clerk to advertise and have bids ready for the Board meeting on June 20, 2006. Motion carried with 3 yes votes Karen Sylvester, Pat Ravet and Ed Sedor and 2 no votes by Don Pazynski and Dan Staudenmaier.

 

Large Item Pickup: Motion by Don Pazynski second by Dan Staudenmaier to conduct a large item pick-up for the months of April thru October on the 1st Monday. Pay for items at the Town Hall prior to the pick-up. Motion carried with 5 yes votes.

 

Approve Changes to Town Ordinance #04-04: Motion by Pat Ravet second by Dan Staudenmaier to approve Ordinance #06-03, Adult Entertainment Taverns, to replace Ordinance #04-04 regarding the same subject matter. Motion carried with yes votes by Dan Staudenmaier, Don Pazynski, Ed Sedor, Karen Sylvester and Pat Ravet.

 

Outdoor Solid Fuel Heating Device Ordinance: Motion by Karen Sylvester and second by Pat Ravet to approve Ordinance #06-04 with a change on Section D Penalty to make each day a separate violation (Outdoor Solid Fuel Heating Device) and repeal Ordinance #05-05 pertaining to the same subject. Motion carried with yes votes by Ed Sedor, Karen Sylvester, Pat Ravet, Dan Staudenmaier and Don Pazynski.

 

Tractor Repair Report: Dan Staudenmaier reported the tractor is back from garage and the total cost for the tractor and mower will be around $11,000.00. Dan also stated the Town should put monies in the budget this fall for a new mower deck.

 

The Town Board will set up a work session to discuss the proposed weight limits on some Town roads within the next four weeks.

 

Report on a complaint from R.A. Omdahl regarding property owned by Andrew Splingaire and a Zoning violation.

 

Department Head and Committee reports were given.

 

Motion to adjourn at 8:23 p.m. by Pat Ravet and second by Dan Staudenmaier. Motion carried with 5 yes votes.
