Public Hearing called to order at 6:33 p.m. September 20, 2005.

Ed Sedor, Karen Sylvester, Don Pazynski, Patrick Ravet, and Dan Staudenmaier arrived at 6:40 p.m. were present for the public hearing.

 

Public hearings were held on the creation of Pond Ordinance #05-4, Conditional Use permit for Doug Wagner for a pond on Edwards Ave and Jerry Kobishop for a pond in his subdivision off Krause Road.

 

Town Chairperson closed the public hearing at 7:25 p.m. when no further comments were presented.

Agenda Approval: Motion by Karen Sylvester to add item 3a Open Equipment Bids to the agenda. Second by Don Pazynski. Motion carried with 5 yes votes. Motion by Karen Sylvester to approve the agenda with the addition of item 3a.Open Equipment Bids. This item was noticed in a different notice when advertised for sale. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Minute Approval: Motion by Karen Sylvester to approve the minutes of August 4, 16 and 23, 2005 and September 8, 2005 minutes as published. Second by Pat Ravet. Motion carried with 5 yes votes.

 

Treasurers Report: Motion by Karen Sylvester to accept the Treasurers report as published. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Surplus Equipment Bids: Bids were opened with the bid for $480.00 for the Air Compressor by Auto Pro’s (Bob Delchelbor) as the high bid. Motion by Pat Ravet to accept the bid for $480.00 and sell the air compressor. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Motion by Pat Ravet to accept the bid of $6250.00 for the 2000 GMC from Leonard Monette of Abrams Wisconsin. Second by Dan Staudenmaier. Motion carried with 4 yes votes and 1 no vote by Karen Sylvester.

 

Motion by Don Pazynski, second by Karen Sylvester to reject the bid of $115.00 for the tool box and keep it for Town use. Motion carried with 5 yes votes.

 

Payment of Vouchers: Motion by Pat Ravet to pay vouchers #13376 through #13433 for a total of $84,750.71 with a refund going to the group home for their withdrawn request for a conditional use permit. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Public Input: Bob Fraik asked about the sign for the group home on Shore Drive. It is not in compliance with the Town Zoning. Mark Monnette commended the Town Board for the good job of keeping the roads in good repair and the grass and brush cut along the rods this summer. Was also a comment regarding a speed limit on Heath Lane.

 

Operator License: Motion by Karen Sylvester to approve operator license as presented. Second by Pat Ravet. Motion carried with 4 yes votes.

Pond Ordinance 05-4: The following changes were made to the Ordinance:

Conditional use exempt in A-1 and A-2 parcels 20 acres and over. All ponds are required to have a pond permit. All other districts require conditional use permit and a pond permit. Motion by Karen Sylvester to approve the Pond Ordinance 05-4 as amended. Second by Pat Ravet. Motion carried with 3 yes votes by Ed Sedor, Karen Sylvester and Pat Ravet; no votes by Dan Staudenmaier and Don Pazynski.

 

Conditional Use Permit for Doug Wagner Pond: Motion by Karen Sylvester to grant a conditional use permit with the requirements as set forth by the plan commission for a pond located on Edwards Ave for Doug Wagner. Second by Pat Ravet. Motion carried with 5 yes votes.

 

Condition Use Permit for Jerry Kobishop Pond: Motion by Karen Sylvester to grant a conditional use permit for with the requirements as set out by the plan commission for a pond to be located in Countryside Estates. Second by Pat Ravet. Motion carried with 5 yes votes.

 

Culvert Aid for Culvert on Krause Road: Don Pazynski gave a report about replacing a culvert on Krause Road that caved in.

 

Municipal Court Update: Karen Sylvester and Pat Ravet will be meeting with the City of Peshtigo to gather information on a Municipal Court.

 

Accept Edwards Ave Extension as Town Road: Motion by Don Pazynski to accept the extension of Edwards Avenue as a Town road provided the Certified Survey and Deed to the Town are recorded. Second by Dan Staudenmaier. Motion carried with 5 yes votes.

 

Accept Rustic Oak Lane as a Town Road: Motion by Karen Sylvester to accept Rustic Oak Lane as a Town road. Second by Don Pazynski. Motion carries with 5 yes votes.

 

Madsen Road Sped Limit: Don Pazynski was going to look into the need for speed limits on all the Town roads and report back to the board.

 

2004 Recycling Grant: Karen Sylvester gave a report on the 2004 recycling grant and the need to file a correction to the report to receive the full amount of the grant.

 

Motion by Dan Staudenmaier, second by Don Pazynski, to increase the hours at the Recycling Center to include the 5th Wednesday and Saturday of the month effective January, 2006. Motion carried with 5 yes votes.
