April 20, 2004 Town Board Meeting called to order at 7:00 P.M.

Agenda Approval: Town Chair added the following to the agenda: item number 7 add appointments to the plan commission and item number 20 appointment of committee members.

The date of the minute approval was corrected to the 23 instead of the 20 of March, 04. Motion by Karen Sylvester to approve the agenda as approved. Second by Pat Ravet. Motion carried.

Minute Approval: Motion by Don Pazynski to approve the minutes of the March 16 and March 23, 2004 Board Meetings. Second by Dan Staudenmaier. Motion carried.

Treasurers Report: Motion by Karen Sylvester to accept the treasurer report as presented. Second by Pat Ravet. Motion carried.

Payment of Vouchers: Motion by Don Pazynski to approve voucher numbers 12258 through 12318. Second by Karen Sylvester. Motion carried.

Public Input: Comment from David Thibodeau.

Gary Lynwood commented on the sale of land along side of what was called Buchman Road.

Appointments to County Business and Industry and Plan Commission: Motion by Pat Ravet to appoint Bob Fraik to the county committee of Business and Industry as representative of the Town of Peshtigo. Second by Don Pazynski. Motion carried.

Appointments to Plan Commission by Town Chair: Bruno Brysiewicz for three year term, Denise Weidemeier for three years as alternate and Richard Seils for one year as chairperson. Motion by Don Pazynski to approve the appointments. Second by Dan Staudenmaier. Motion carried.

Burmeister appeal: Motion by Karen Sylvester to refer back to Appeals Board for action in view of the Wisconsin Supreme Court ruling. Second by Pat Ravet. Motion carried.

Charge for Fire Signs: Motion by Dan Staudenmaier to change the fee for new fire numbers from $50.00 to $60.00 with the $10.00 going to the building inspector for installation of the signs. No mileage will be paid for the installation. Second by Don Pazynski. Motion carried.

Insurance Renewal: Motion by Pat Ravet to purchase an insurance binder for 30 days and seek bids for the Town insurance needs. Motion died due to the lack of a second.

Motion by Don Pazynski to accept the quote for insurance renewal for $18510.50 and $2498.00 for Fire Department additional insurance. Second by Karen Sylvester. Motion carried with 4 yes and one no vote from Pat Ravet.

Delinquent Personal Property Tax: Motion by Don Pazynski to write off as uncollectible the
$1273.72 owed by James Tappen for personal property taxes. Second by Dan Staudenmaier. Motion carried with 4 yes votes and Karen Sylvester voting no.

Signs on Flame Road: Motion by Karen Sylvester to table item. Second by Pat Ravet. Motion carried.

Wage Adjustment Recycling Center: Motion by Pat Ravet to raise the pay for Kenny Johnston from $11.00 to $12.00 per hour. Second by Karen Sylvester. Motion carried. Pay raise to take effect on April 20, 2004. Motion by Don Pazynski to set a wage for helper at the recycling center at $10.00 per hour. Second by Dan Staudenmaier. Motion carried with 4 yes and on no vote by Pat Ravet.

Land Sale along Buchman Road: Motion by Karen Sylvester to revert the land back to Delmar Fritz or heirs and assigns, the owner at the time of deed to the Town. Second by Don Pazynski. Motion carried.

Budget Amendment: Motion by Pat Ravet to transfer $100,000.00 from surplus funds (acct # 10011D and 10012D) to Roads and Ditches accounts $50,000.00 each and to bid out the projects to spend the money. Second by Dan Staudenmaier. Motion carried.

Summer Help: Nicolet Staffing will supply help for the Town. This will create a savings of $35 to $40,000 per year commented Don Pazynski. The employees will work 5 hours per day 5 days per week and the county will train the new workers on our equipment. Motion by Dan Staudenmaier advertise and try to obtain help through Nicolet Staffing. Second by Don Pazynski. Motion carried with 2 no votes from Karen Sylvester and Pat Ravet.

Discussion of Fire Commission: Comments were made as to the need of establishing a fire commission. Pat Ravet will continue to work on the matter.

Operator License: Motion by Don Pazynski to approve operator license as presented at the meeting. Second by Dan Staudenmaier. Motion carried.

Town Board Committee Appointments: Herman Pottratz appointed the following Board members to committees: Dan Staudenmaier – Building and grounds and equipment, Karen Sylvester – Planning Commission, recycling, Don Pazynski – Roads and Ditches and personnel committee, Pat Ravet – Legislative, municipal justice, fire and boundary agreements with Marinette and Peshtigo.

Department heads and committee reports were given.

Motion to adjourn at 8:10 p.m. by Don Pazynski. Second by Dan Staudenmaier. Motion carried.
